I can tell you that is one thing... familiarity! I've been to nudist camps and at first it's a problem simly because we're not use to seeing others totally nude. Same thing for my life drawing and painting classes where nude models are used. At first it's a big WOW but after seeing this over and over, you'd be surprised at just how normal it is to be around totally nude people. Plus in many nudist (naturist) beaches and camps they are relatively understanding. This is also one of the reasons why you see most everyone--especially the guys--carrying towels around with them.
