  • Each HOA has it's own set of rules. They are usually created by the HOA members, and approved by the owners. The funding of upkeep items is most likely spelled out in the papers. You would need to read what it says. Usually the extra expenses not covered are spread out over a stated period of time, but when the association has been mismanaged by not collecting enough to cover expenses, this can happen. Read your agreement.
