This sounds like a permutation of the famous DRE syndrome that many PS2s have gone through. Since the class-action lawsuit that Sony settled to fix this problem for free no longer holds up, you'll be forced to either buy a new/used console or replace the laser yourself. If you feel comfortable opening up your PS2 (and VOIDING the warranty, if you have one.) Then you can pick up laser parts from many online stores, sometimes even with handy instruction manuals telling you the step by step process for installing the laser. As a quick temporary fix, you can help the failing laser by making sure that the lens is as clean as possible. Using a DVD cleaner, or opening up the console and cleaning the laser manually (make sure you look up the proper supplies to do this if you go this route!) will help the PS2 read things easier. Hope this helps!

Calehay is correct however i have found that with my own busted PS2 that by first loading a PS1 game i have better results with my PS2 games (I believe it is due to the heavier weight of PS1 games). This is not a sure bet but it is easier than opening your PS2 (yeah i eventually had to). good luck (I used FF7 as my ps1 game if you were wondering)
