No amount of money could do this. Corrupt warlords would steal it all. Get politicians and politics out of the way and you may make progress.

It will take more then money to do that. People's way of thinking is what needs to change if they really want their country to build up.

No, however he is planning to give 95% of it away, so maybe he can come up with a plan (he made microsoft prophetable after all!)
