When people talk of "regular bowel movements", context dictates that "regular" means several times a day at intervals... when they talk about a "regular heartbeat", context says that "regular" means at least every second... and as I already said, birthdays are "regular" at once a year. Or maybe you wanted to know what does it mean when they tell you you should do something (such as jogging) regularly. The answer would depend on what it is, and better you ask the people who tell this what they mean.
