You copy the link and paste it into your answer or comment. Highlight it and right click and hit copy. Then put your pointer where you want the link and right click and hit paste.

As CuppyCake says you just copy it from the address bar and paste it into your answer. However, if the link is a long one Answerbag has a tendency to insert a space which stops the link from working. To avoid that if you go to a website called tinyurl.com you can paste the link and it will be converted into a much shorter one - a tiny URL. Also, for some reason links don't seem to work in comments unless they are preceded by some normal text.
