Probably a rash much like diaper rash in babies. Try using corn starch like baby powder and see if it doesnt go away. Plus wash it everyday.

There are two conditions which come to mind which are known as contact dermatitis and exzema - both of which are aggravated by dry skin, allergies and irritants to the skin. These conditions can vary greatly in appearance and severity and i advise you make a point of noting if it flares up when wearing particular clothing, using particular washpowder or after eating particular foods and discuss it with your doctor. The itching and inflammation associated with these conditions can be alleviated by keeping the area clean, dry (as in not damp) and moisterised. There are specialised creams available via prescription, through the pharmacy and also online which may assist in giving you some relief.
