• Because Hollywood likes its movies to portray an idealised view of the world. It would be bad for their image if the bad guys won.
  • There was supposed to be a law at one time saying the villain must not win. The villain was required to lose or die in the end and the good must prevail. I don't believe this is followed much anymore.
