Spend billions on education..we don't need more "war toys", and we need to take care of our people on earth. Education is the best way to do that.

I choose splitting the percentages. :) I believe in splitting things that way it gives all areas a chance to advance, even if only a little.

What a waste! How about spending billions here at home. Feed people, clothe people, cure people, educate people, shelter people, especially children.
