FYI,...
It was Philip the Evangelizer who preached to the Ethiopian eunuch, not Stephen.
Also, Jesus quoted from the 'Old' testament consistently when answering questions, as did the Apostles.
The Hebrew and Greek scriptures are complementary,...they complete one another.

It also says in Revelations that at the Great White Throne Judgement that hell(And Death) will give up the dead that are in them.And those (not found in the Book of Life)(Which anyone in hell won`t be)will be cast into the Lake of Fire for ever. Also hell itself(And Death) will be cast there.So that suggests that hell is only a holding tank until the judgement.Rev.20:11-20:15 But hell was not made for mankind!It was made for the devil and his angels.So as long as were still alive the choice is still ours to receive Gods pardon(Jesus Christ) for our sins.Or reject it.
