No i don't down rate unless its an offensive question. If i don't like the question i just don't answer but wont down rated because of that.

Only if its inappropriate, and sometimes not even then. Just flag it does more use.

No, I never Down Rate. I may leave a comment saying I do not like something but usually I just move on if I do not like a question.

No I take away points from questions that are utterly offensive or complete nonsense. If I dont like them I read the answers and try to learn from it.

No. If I don't like it or feel offended by a question, that's my choice and doesn't reflect on the quality of the question. I give points for all qualities of a question or answer: depth of thought, creative wording, spelling, grammar, vocabulary, punctuation, sensitivity, and uniqueness, among other things but primarily those. Since I am new and still mostly answering, I try to craft either very helpful or very silly answers, according to the question, but I always want to leave the reader with a positive feeling for having read it, or that having read it was not a waste of time. I hope to craft good questions some day, but that may take some learning.
