Depends on the will. I doubt he could do anything legally if he was diagnosed with alzheimers, however if he had other members of the family supporting him, then he might be able to get something done.

Yes; he already has. Why not give him the items? If they mean that much to him (weither a will is in-place or not). The death of your mother should have taught you that the presence of your loved one's is fleeting. Who knows how long your Dad will live. How important are these trinkets? Are they really more important than your Dad's feelings?
