I think it is for sure.They have for many decades and hide the fact that they have.Why they hide it I have no idea,but it is nothing to do with alarming the public.

I would say no. There is a theory I heard a while back that the American Government gives permission to the aliens to abduct and test people in exchange for the aliens giving them technology. As I've said before these aliens have the ability to create a craft capable of travel from another star and back. That's a phenomenal amount of energy if you assume close to the speed of light travel. Those aliens wouldn't need to ask permission to do anything, they could take and do as they pleased with abandon. Though if they fancy chatting to us...well that's a different matter of course, but why only one country I don't know.

Most likely not. However, there are members of the government that I highly suspect are extraterrestrials.
