Well since it is the visible colors we see, whoever figured out that those were all we could see. Besides rainbows are created (generally) with sun and rain, and how the prisms make the colors, it wasn't anyone who decided they'd be that way, they just were.

God created the rainbow, and it symbolizes his promise to never flood the earth with water again.
