I have NEW Motorola i580, I plug in the charger the battery icon only flashes for about 5 sec and then it shows fully green as if it were fully charged, however the battery is not charged. As soon as I take it off the charger the low battery chirps.

I believe that this means your battery has lost it's ability to fully charge. I had this happen to me before after I've used it for over a year. I would buy a new battery in this case.
