Any site CAN, but it would have to make an honest declaration that it was shipping firearms ammunition for customs purposes, which will involve a lot of paperwork. Customs may also impound it until you can satisfy them that you have the correct paperwork to be legally allowed to receive such a shipment. Some countries do fine companies for not taking care to make sure of the legitimacy of a buyer to possess such ammunition before selling it, and this is what scares many companies off. They are naturally wary that it's virtually impossible to adequately check ID over the internet, and rather than risk heavy fines for selling ammo to those who aren't legal to receive it they simply say "we're not going to sell it at all". By 'Europe' which country do you mean? I saw blank ammunition for sale openly in Antwerp, Belgium - but you had to present strict identity information and valid firearms certificates in order to buy it. Long story short, if your country allows it you should already be able to buy ammunition locally. If it doesn't, fines for selling it to you will likely mean that no company will take the chance.
