Unless your HOA has some strange rituals for this, you simply write up your complaint, submit it and include a request for it to be addressed at the next public meeting with other's. You might also want to draw up a petition, speak to your neighbors and try to get as many as possible to sign it..include this with your request to have the problem addressed at the meeting. (only give the HOA a copy of your petition...YOU retain the original. You can also speak to an attorney, but they would need a copy of the bylaws to review. Good luck!
