It just means the site is busy and new questions are being asked rather than the same ones being bumped to the top.

Yes, sometimes many questions are asked and answered and the others get very quickly away from the top, if not answered. I found this question already on page 18. At some other times, however, questions could get more slowly from the top. But at these times, there are also very few people answering questions. Of course, anybody can also answer questions which are not on the top. But there are more users on the first 20 pages than on the furthe20 pages. And you could also answer questions of a particular category.
