great question...Tom, because Jerry is a little asshole mouse and if you really go back and watch that show, aside from finding a few racist undertones(a large black woman in a sambo style voice yelling, "Thomas, if you mess up again youre goin out, O-W-T out!") most of toms antics were provoked by that little rodent bastard

Tom - as he's just doing what cats do, it's hjis nature. and he's obviously employed by his owner to catch mice. Jerry is just a cruel, sadistic good-for-nothing. Karma'll get him!

I loved it when in the one episode Tom was caterwalling: "is you is, or is you ain't my baby" He is so ill treated my that mischievous mouse and especially by all his owners.
