I think the idea behind the "and sometimes Y" rule of the English language is that it is simultaneously neither and both. In some words, such as "by," "my," and "cry," it is considered a vowel simply because no regular vowels are present. However, in words such as "buy," "yes," and "you," a letter that is always a vowel is present, thus negating the vowel-ness of the letter Y and making it a consonant. I think :)
