Actually, yes. My husband bought a blue floppy hat at a renaissance fair once, and I got a huge blue ostrich feather to go with it, and stuck it in the hat and called it "macaroni" just for fun.

Actually macaroni does not refer to the feather but to the man being an extreme example of fashion. The song was just a joke being that a Yankee was stupid enough to believe that putting a feather in his cap made him a macaroni. I, myself, am not a macaroni and would never stick a feather in my cap. In fact I do not wear a cap that could be considered to be an extreme fashion.
