Unless it's obvious they are on meth, heroin or crack cocaine, always. Sometimes bills at that. It might make a difference that I live in a place with such high housing costs that over 50% of our homeless is working poor (they hold full time jobs and just can't afford a place to live)

for the most part no. I know some people really need it, but I dont have the ability to figure that out. I dont want to contribute to someones addiction. nor do I want to give money to someone who is lazy. so I just dot give at all. I do however donate to local shelters, when I can.

sometimes, I can't see how it can be positive though

No I don't. I have given them food or taken them to a cafe and paid for their food. I've brought them pet food in a dish. But money? Nope. I want the to take care of themselves or their pets or their children and I see to it that that's what happens.

No. I will buy them food, but they never want it. I refuse to give them money for booze and smokes, or drugs.
