  • Working Lights, Signals, Good Brakes, Good tires, Good exhaust system, Safe interior, (meaning it has seats, seat belts, etc.). Doors and windows in place, windows not cracked excessively and so on. The engine must be in good working order and preferably not performance modified in any way, some performance modification can reduce safely, exceed Emissions Standards etc. This goes for the body/chassis of the car as well. Some performance modifications can reduce the integrity of the body/chassis and are not allowed on the road. Hope that helps...
  • You need to check the regulations that apply to the jurisdiction in which you live. In Canada, this would be Transport Canada at the federal level and the Ministry of Transportation in the province in which you reside. In the US, the Department of Transport and your state Department of Motor Vehicles. A home-made vehicle must pass an inspection by the regulating agency, not just one at a garage (as may be required for licensing), and then be granted permission to operate on public roads. It is far more difficult to certify a vehicle built from scratch than it is to certify one that is a conversion (e.g., gas to electric, kit cars).
