LOL at the two answers saying the US. But the US, love em or hate them, are not terrorists. Terrorists act without warning or provication. Now although the provication is arguable in alot of american actions, they do atleast declare war before they storm in. The biggest terrorists at the moment would have to be Al Queda, I dont think anyone will argue that the 911 attacks were by far and away the worst terrorist act to have ever happened on this planet.

Terrorism: The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons. I would say the Nuclear Bombing of Japan was an action of War, yes, but was an action selected to be most persuasive of America's power. The only reason there wasnt a law against it, was because it was new technology. Whether or not there was a law, doesnt make it any more right or wrong. While I'm at it, Who cares what the worst terrorist attack was? There are far more horrific actions in history, and even worse to come. Either way, USA is right up there. I would also define Religion as a pretty big terrorist.
