No,i consider that to be very petty behavior,i ve know a few people who were that way and i ve found it impossible to have any respect for that kind of person.

In my opinion there is generally some kind of hidden agenda in intentional annoyance. I usually try to figure out why people are trying to be annoying. The most common reason seems to be getting attention or dislike of someone. I've never annoyed people just to annoy them, there's always been a different motive of some kind. There are people who generally seem to like being annoying or at the very least not care if they are. They typically come across as rather self centered and can spoil the interaction of virtually any group dynamic. I still have yet to observe someone being annoying just for the sake of it. The closest I've come to observing this is seeing people try to make other people angry/annoyed for the reasons of observing their behavior. To make them stop, calling them out on it usually helps immensely. good question.
