The first thing you need to do is find a web hosting service, and create an account to have them host your site. This usually costs money, but you can find some free ones (they place ads all over your site). The next thing you need to do is add content to the site. The quickest way to do this is with an HTML editor. You can create it using a WYSISYG (What You See Is What You Get) editor such as Homesite, Dreamweaver, or Frontpage. Some hosting sites have their own wizards that will help you quickly generate templates and content for your site. If you have created your site on your local machine, you need to upload it to your hosting site (typically using FTP). The final thing you may want to do is purchase a domain name (www.myhappysite.com, for instance), and configure it to point to your site on your hosting platform. I use Register.com, and they host both my site and domain name, which is very convienent.

If you just want something of hobby quality and don't care about your own domain name etc., I would consider publishing your riddles and stuff on a blog. With Blogger, there is no cost and I think the medium would be well suited to your idea.
