I think it is because of the large quantity needed to have an effect, much like morning glory seeds, which have an LSD-like effect when eaten in large amounts.

If I drink enough alcohol, coffee or water, they can all be lethal, but they are legal. Also, nutmeg tastes good!

A lot of other useful substances are in this category too, such as glue, gasoline and hairspray, cloves. Should we make them illegal? Any substance can be toxic if used injudiciously. I think it would be hard to enforce a nutmeg ban, too - lots of little old ladies have it in their cupboards for baking and for flavoring beverages and I can't see the cops barging in to confiscate it from their own moms and grandmas. There are a lot of laws on the books already, so let's save them for real crimes, rather than ones in which a person chooses to be his own victim.

man, would it realy stop any one? like in contries were pots legal the percentage of pot smokers is lower. in contries were its illegal more people smoke it cuz it cool.
