If the trees are on the neighbour's property and they are not contravening any bylaws, the only thing you can do is appeal to them to remove them. They are under no legal obligation to do so. An open dialog is the best place to start. That said, if the trees are high enough to interfere with power or telephone lines, you may have a case to complain to the utilities. The location or the variety of tree may also contravene some local bylaw, but it is very unlikely. You are usually permitted by law to remove any branches that overhang your property. Stand at the property line and look up. Anything on your side of the line, you should be able to remove. But check with the city first. I've seen this done to badly overgrown hedges and trees - it can look pretty weird.
