Cooking, especially baking, depends on some precise chemical reactions. In order for those to happen correctly, the temperature must be correct. If you are roasting meat, or something like that, you can throw it in and just extend the time you need to have the meat reach proper internal temperature, so pre-heating isn't a requirement or as much of a big deal.
