I already replaced the fuel filter, but the van still runs as if it is misfiring. My plugs look good, and wires are all intact. I replaced the oxygen sensor also. Could there be a different sensor malfuctioning somewhere in the spark or fuel injection controols?

You might want to check the Mass Air Flow Sensor. This might be what you are referring to as the Oxygen Sensor though.

sand in your fuel tank will damage the rotars on an in tank pump and might damage the diaphram on a mechanical but only if it gets past the in tank or engine bay fuel filter

Under ideal conditions sand would not cause any problems. Sand in your gas tank is not an ideal condition. Get it out of there!!!!
