G'day thechosenone540, Thank you for your question. Puberty is a fairly long stage lasting for a number of years between the ages of 12-13 to 18-19. Not all of the changes happen at once. While production of sperm normally happens fairly early in puberty, it isn't surprising if it hasn't happened yet when you have just started. I would say that it is perfectly normal at this stage. If you are having trouble in one or two years time, then there may be a problem. I have attached sources for your reference. you are probably not doing it for that much of time or your not aroused enough you will know when you ejaculate because you'll feel a slight jolt of energy right before it happens
-
More like a giant jolt of energy and pleasure. Dang it feels good. But don't worry about it. When you first start doing your homework your body kinda hasn't been producing enough baby gravy to ejaculate. After a couple times, it starts working but little by little.

I think it's normal. When I started out I didn't notice that and after sometime it was just a frew drops and so on. ooops. Sorry if this answer offends anyone
