If a state can gather enough revenue from other sources, such as property tax, cigarette tax, traffic tickets, etcetera, then an income tax is not necessary. Of course, those other taxes may wind up being a little higher than they would be if we had an income tax....

For a state to have a state income tax, a majority vote of the people, of that state, must be achieved. some states's residents have found a need for a state income tax, while other residents will never vote for a state income tax. its just another source of revenue for each state.
