I just use a cotton ball and water - distilled water if I really want to make it clean. Most of my vinyl is used and worn anyway so I don't worry that much about it.

I've been told that the main ingredient in anti-static liquids is isopropyl alcohol. I can't get that where I live so I use 97% ethyl alcohol.
