How does an Outside Air Temperature Probe work on a helicopter?

It's just like a thermometer. Well, not EXACTLY like a thermometer but somewhat like it. The probe (it depends if it is a RADAR kind or just a "regular" kind. If you don't get this, never mind it.) will just take the temperature of the helicopter's surroundings. *outside*

but does it take the wind chill into factor whilst measuring the OTA?
