There is a Nuclear Non-proliferation treaty that as many countries as possible are asked to sign. I do think that everything possible should be done to stop nuclear weapons getting into the hands of people who are highly likely to use them as a first strike. Kim Jong Il periodically appears to be someone who would, but is probably smarter than that.
