  • Parents. It is ultimately up to the parents to make sure that their children have a quality education. If the school is failing it is up to the parents to do something about it and not wait for the school fairy to come down and fix things. We have become very lazy in that regard.

  • Parents, unless the parent is also a teacher. In which case, this question is unanswerable and my head is starting to hurt... Let's say Elmo did it!!!
  • I am going to say both are at fault, the parents, for not making sure that there child is on task, and the teacher, for not making sure the student is learning at the level they should be. Both, because they are not communicating with each other on the lack of progress the child as having.
  • I definitely blame the parents. I am a teacher and parents pretty much expect me to raise their kids for them. I try to keep the parents inform about what their kids are doing (or usually not doing), but they either won't respond or blame someone/something else (divorce, single parent home, etc. etc) for why their child isn't doing well. I am a teacher and I bend over backwards trying to find ways to help my students succeed, yet most of them won't even remember to bring their books to class let alone do homework, take notes, or study. I think the parents should be responsible for making sure their children are studying at home.
