They are totally separate. You can set them to the same thing, and maybe some wifi routers have a "simple" mode where the same password is used for both, but in principle and in general they are entirely different.

So PPPOE is on the DSL modem... WEP is on the wireless router? If I hold the PPPOE info on my laptop, do I still need to set up the WEP so no one else can use it? I live in an apartment complex.

PPPoE (point to point protocol over Ethernet) is a protocol use to convey data over a wide area network. WEP (Wired Equivalency Privacy) is a method of securing local area wireless networks (like a netgear router that does not actually have to be physically attached to your computer). WEP is usually encrypted by way of an SSID, & this protects you from, say, your next door neighbour tapping into your wireless LAN. The big difference is PPPoE denotes a data conveyence protocol over a WAN, whereas WEP denotes the security protocol of wireless home or small office LANs. So no, PPPoE & WEP passwords are not necessarily the same.
