I would contact the local library and see if they have any online data bases for research. You could also interview a teacher if you know one. Also google has a search site for research papers it is http://scholar.google.com/

For starters -- I'd remove your bias -- all teachers have a degree of "ineffectiveness" -- your question seems to assume that non-native ESL teachers are more "ineffective" than others. You would have to develop a test that measures "effectiveness", then test students randomly for their skill level. Then you'd have to try to prove that the skill levels were due to their teachers, rather than to other external factors, such as student motivation, and the degree of stress students live under at home. Another issue is the question of "fluency" -- what is English? Is English the language you hear on CNN and the BBC -- or is it somehow related to the amount of effort that goes into trying to understand what someone is saying? There are 100's of dialects of English now, I think it would be very difficult to create a standard for effectiveness -- for e.g. -- take native English teachers from California, Mississippi, and the UK -- not one of them will speak the same way -- and if you put them all in Nigeria or Jamaica, they'll sound pretty strange compared to the English that is spoken in those countries.

I think it's definately interesting and a very valid topic but I'd have no idea where you'd even begin. It might make sense to see where you can find the most data and then narrow down the topic to one country or region.

I think this is a very interesting research study - however, I would tend to change the wording to "the effectivenes of non-native teachers" By stating in your research proposal that you are concerned with the ineffectiveness, you are making an initial statement that they are in fact, ineffective. Whereas, if you say you are researching the effectiveness, you have room to then state, after research, whether they are effective or ineffective. As for how to do it, firstly, you need to read the relevant literature on teaching methodology in esl classrooms, decide whether you are going for quantititive or qualititative study and design your test instruments accordingly.
