It means we learn our lessons and gain our "street smarts" about life by making mistakes over the course of many years. And it is too bad we can't be that smart by age 21, but it seems it is a slow almost life long learning lesson -- and when we have become pretty wise (most people anyhow) much of our life where more knowledge would have been very helpful, is over. Good question!
