Sequins on clothes: cool or tacky?

It can be both. It depends on the style of clothing that it's on. A sequined tube top would be tacky, but an evening gown with a few well placed sequins could be beautiful.

it could be both. If it is used on a evening dress or a tailored pantsuit it would be beauttful but if used any other time it would be a flshback to the 80's.

I think it depends on the item of clothing, the person wearing it and the place it is being worn to. Personally I'm not the biggest fan of sequins, BUT I did wear a mini sequin dress out the other night, which I thought looked good.
