When I start my year-old PC [with 500 W power supply] the fan on the motherboard won't spin on it's own and the video card fan starts and stops before it stays on. What is wrong?

    As for the fan on your motherboard, I would suggest that the power connection or whatever is actually powering the fan is faulty. If you manually attempt to spin the fan and you can tell that it is getting power, yet it just will not continue spinning then its likely that the fan itself is faulty and needs to be replaced. Dust tends to build up in fan which obstructs the mechanism that causes the fan to spin. Even if the PC is a year old, or even 6 months old for that matter, you would be surprised at how much dust gets sucked into your system.

    As for the video card, the same applies, however, when the PC is going through its boot process there are different initialization procedures that the card goes through so the fan pausing for a brief moment or two could be perfectly normal.

    Sometimes the fans can be blown out with air duster in the can or a high pressure air compressor. If you have access to an air compressor with a blower attachment, that is the best thing for cleaning out the dust.
