Should a Jehovah's witness take another witness to court or should all matters be dealt with internally?

Internally first, if possible. Then court. None of the above applies, if a crime was committed. Call the police, first.

If this is a criminal offense especially involving children, this would go to the legal entities of the land.

Well if its something small then you would handle it between the two or more persons involved but if its criminal than the authorities would be notified
