It seems that OT III outlines the story that is at the center of Scientology, wherein an evil ruler named Xenu disposed of the excess population of his 76 planets by transporting them to Teegeeack (AKA Earth), stacking them around volcanos, setting off H-Bombs in those volcanos, then capturing and brainwashing their spirits in order to prevent them from reincarnating.

As I understand it, Scientology holds that it is these tormented, brainwashed spirits (or “Body Thetans”), now clinging to us in large numbers, that are the cause of nearly all our ills.

This web site lets you see the story in the form of scanned images of Hubbard's own manuscript, in his own hand:

It's controversial because OT III revealed that the basis for Scientology is the idea that the world's problems are caused by alien souls clinging to bodies.

This actually might not have been such a big deal, but the Church of Scientology did everything they could to suppress this information and force the book back into hiding. Their tactics ranged from using legal avenues to harassment and those who had made OT III available on the Internet fought back. The controversy continues because Scientology is still trying to suppress that information and opponents are doing their best to make it publicly known.

OT III is part of the sacred texts of Scientology, hence it is confidential to the general public. One advances one level at a time in Scientology and until a person reaches the level of OT III, this material is not made available.

To answer your question about why it is so controversial, this is because these materials were stolen and altered and splattered around on the Net. Some media saw a story in this and to sell a story you have to have controversy, so they made an issue of it.

Factually, there is nothing controversial about spiritual growth, there is nothing controversial about observing people's right to their religion. The controversy was contrived.
