Flaky scalp and itching is usually caused by dryness. If you have ruled out a medical reason then buy a professional conditioner. Some household items to help you would be mayonnaise and/or vinegar. Spraying white or apple cider vinegar on your hair after a shower will remove excess shampoo and residue. Vinegar restores natural pH it also helps prevent an itchy scalp. Your hair will be shiny and soft. Simply apply the mayo to freshly washed hair, comb it through and wrap the hair in plastic. Leave it on for 20-30 minutes and rinse thoroughly. Mayonnaise contains vegetable oil, which softens and conditions and egg which smoothes and strengthens the hair. Be sure to use only real mayonnaise. Vinegar removes scaly build-up and residue from hair shafts and closes the cuticles. Since residue coats the hair causing it to look dull, removing residue gives your hair more shine. By closing the cuticles, the hair slides more easily and there will be fewer tangles. Vinegar has a tonic action that promotes blood circulation in the small capillaries that irrigate the skin. from the net.

an old fashioned household item is coal tar, this works very well for flaky scalp.

tea tree oil and almond oil are both very good at soothing irritations. An easy household moisturizer is olive oil.

Alot of people find that most dandruff shampoos dont work - this is a common complaint. I do know of a fantastic remedy for dandruff and itchy scalp (a few actually). However it is really important to know first what causes itchy scalp and dandruff so it doesnt come back. It can start from using shampoo with SLS - a harsh stripping shampoo. It can also be caused by too much yeast (stress can make you more susceptible to yeast infections). There are many natural remedies that work to eliminate dandruff as well as shampoos that dont strip your hair and scalp making it worse. I use Akin shampoos myself from puristusa.com or Neways. A great antidandruff shampoo is Thursday Plantation because of the tea tree oil in it. You might consider also reducing your yeast and sugar consumption for a week or two also can help. The soothing dandruff blasting remedy I recommend is: 10 drops of neem oil, 10 drops tea tree (melaleuca oil), 10 drops of lavender and also 10 drops of rosemary. Best one I have tried ever and you can use the oils for other things too so they are not wasted. Lavender also helpd hair grow faster and thicker. Good thing to switch to a natural shampoo. We got one called say yes to... Carrots. It inexpensive and is great for the hair. lots of herbs. Oh its at walgreens. Also check your local health food store for a special shampoo for that itching and flaky scalp. Be careful of chemicals in shampoos.

You could wash it with apple cider vinegar (preferably mixed with water) which helps the pH of your hair and scalp get to normal, if that's where the problem is coming from; I also hear that a tea made with rosemary is really great for dandruff, though I haven't tried it as I don't have it.
