  • For the most part, it is strictly a PC thing. Apple has a virtual monopoly on the propietary components of the Mac (especially the Motherboard and CPU) and is loath to sell them except as a whole computer. Hopefully, I will be proven wrong on this eventually....
  • No and yes. If you want to build your own Mac based on current technology, then no. As jervinator wrote, Apple is very protective of certain proprietary parts. However, if you want to build and older Mac, then you can often find the parts you need, including motherboards, on various auction sites.
