    Prince William's title is His Royal Highness Prince William Arthur Philip Louis of Wales, so he tends to use Wales as his surname, as shown in this picture of him in uniform:

    The British Royal Family didn't have a surname prior to 1917 when they changed the name of the royal house from Saxe-Coburg-Gotha to Windsor during World War I (for obvious reasons).

    The current Queen changed this to Windsor-Mountbatten, to include Prince Philip's adopted family name for all her descendants who didn't have the title HRH (His/Her Royal Highness). So, in circumstances where a surname is deemed appropriate, they tend to call themselves Windsor if they are HRH or Windsor-Mountbatten if they aren't HRH. To further muddy the waters, HRH Princess Anne used the surname Windsor-Mountbatten at her marriage in 1973.
