Since one is a subunit of the other the distinction is not as relevant as "miles or km" or "celcius or farenheit". If the time frame is less than 45 minutes but not 30, people will give the time frame in minutes. If the time frame is 30 minutes they will say half an hour. Thereafter they generally use half-hour increments, like "in an hour and a half".
Since most events in everyday communication require more than 45 minutes (workdays, appointments, etc) then I would hazard a guess that most time frames are an hour or more. Minutes are used when people feel rushed, like "I'll be ready in 20 minutes" when anyone knows it is going to be an hour.

    Minutes :

    As in "two minutes turkish"
Or "i'll do it in a minute"
When alarm clock goes off "ooooohhhh "five minutes more"
