  • It is possible to cover old wallpaper with new wallpaper, and a lot of people do it this way. My suggestion is to try to imagine what you might ever want to do with the wall in the future. If the new wallpaper you are applying is going to be permanent, or if you are selling the house and won't have to deal with it later, go ahead and cover the old stuff up. Let anyone who wants to change it later deal with the mess. But, if you are going to be staying in the house, and you can forsee wanting to change the wall again sometime, it is ALWAYS BEST to remove the old paper first. If you don't, the glue that you use for the top layer will seep into the old paper and make it very difficult to remove. Also, depending on the texture of the old wallpaper, it might make it difficult to get the new paper to look good. If you remove the old paper now, it will save a lot of time in the future if you or someone else wants to change it again.
  • If you want the end result to be good, then remove the old wallpaper. Do this for two main reasons [1] You can make good any indentations in your walls etc [2] Most importantly, when applying new walpaper to existing paper, the existing paper can often becom so wet that it detaches itself from the wall, no, it will not fall off, but often the existing paper will not re attach itself when dry so large bubbles appear.... and the best way to cure that is...eeerrr to strip the walls. Preporation is the key to a perfect finish....get stripping!!
