When the car was bought it appeared to be normal, but after suspension problems found out it is modified. Are there anyways to restore the car or be refunded, in California?

If you purchased the car from a private seller, you did it with the understanding that you are buying the car "as is", therefore you will not be able to get a refund. Depending on how extensively the car was modified, its not unlikely that it can be restored to factory specs.
