Decide if you want to simply translate Elvish words or phrases into English, or if you would like to study reading Elvish in hopes of eventually not relying on translators or dictionaries. Bear in mind that "Elvish" is not a single language, but a group of languages used throughout Tolkien's works. Determine which "dialect" you are looking to translate. Most likely, unless you are looking to make very precise translations, the Quenya or Sindarin dictionaries listed will be adequate for your purposes.
Choose one of the available online translation tools to understand what you're reading. There are several out there, but your best bet is to consult the Council of Elrond dictionaries, and derive the meaning of your phrase word by word. As you go through a reading, you will start to pick up and remember words and rely less on the translation tools.
Undertake a course of study in the Elvish language and dialects with the lessons provided on the Council of Elrond website.
